Standard SMS/text messaging is not secure, not HIPAA compliant and should never be used to transmit messages with PHI. Some SMS delivery services are designed to work with hospitals, clinics and other medical services to provide HIPAA compliant secure messaging.

 

In most cases, these services have two methods of operating and some even support both:

 

A secure server that hosts all messages

With this method, the SMS service hosts a secure messaging server that they provide you and your users access to. When you send a message, the message is created on the secure server and a notification with login link is sent to the end user's phone. The end user must then log in to the secure server to retrieve their message.

 

A secure app on the end-user's device

With this method, the SMS service provides a secure messaging app that is installed on the end user's devices. When you send a message, you initiate the message through the service's secure server and they provide the message to the secure app on the device.
