Display groups can be created so an Administrator can create a group of recipients and/or "real" groups and lock the PageGate Client to only be able to view the members of a particular display group.

Which is to say, if an Administrator doesn't want everyone to be able to view all groups, they can lock a particular user's viewable list to the member list of a Display Group.
