I am using PageGate 5.0.0.9
In the past, when a page goes out, it would show a log box on the screen with the details (on the server, not the clients). Now, I am unable to find any relevant logs anywhere.
In the programfiles/pagegate directory, there is a log file but it's access time is last month, and it only shows 1 or 2 lines.
There are also several folders named with dates, but they also have mostly 1k logs that mainly say module-started, etc. They are very old, probably not used anymore?
I need to either find these logs, or get them to work again. In PGAdmin, Logging is ENABLED, WRITE TO DISK, DEBUG.
Should there be more detailed logs than what I am seeing?
Another question: Should the .mdb file be constantly modified? It shows the last modified date was last month as well. Does it only change periodically?

That would be the PageGate Monitor. You can find it in the PageGate program group in your start menu.

Debug is a good level of logging.
To find out the location of the logs, go to the Program - Settings section of the Pagegate Admin. You should see the field "Logs Directory". Your logs will be stored in that directory.

The database itself is constantly modified, though I'm not sure what would trigger Windows to update the modified date/time stamp on the file.

I found the current log files. However, there are no outgoing pages shown in them. Which log file would show them?
I have:
pagegate.log
pggmail.log
pgdial1.log
pggui.log
pggascii.log
pgsched.log
None of these show any information regarding sending pages.

The pgdial1.log file is the Connector log, it keeps a record of each communication attempt.
If you would, though, run the PageGate Monitor on the server. At the very least, Server, Sched, Client, and Connectors should be green. Are they?
