Well... the best answer I can offer is maybe.
PageGate's GetMail interface can monitor an email address for incoming email. It can then use the subject line to know who to send the message to but it can't do it based on keywords.
To clarify, what I mean is that the subject line needs to be the person or people that will receive the message.
There really isn't a way to do it based off keywords.

If not already, you can download a free evaluation of PageGate software at http://www.notepage.net/software.htm
PageGate accepts input using the front-end Interfaces: Email, GUI, Web (CGI), Commandline/ASCII, Serial, TAP-In, SNPP add-on, and
Touchtone Receiver add-on.
PageGate software sends messages out your internet connection (protocols: SNPP, SMTP, WCTP); and modems (protocols: TAP, FAX, GSM-AT, UCP, TONE) to cell phones.

If you are using Microsoft Outlook as your mail client you can define message rules that can act on a message based on who sent it, how it was sent to you (just you, or a group), what is in the subject, etc. You can take an action based on that criteria that forwards the message somewhere else. That somewhere else could be sending it a PageGate E-mail address that distributes it to a group of cell phones upon receipt, or simply 'your10-digitnumber@serviceprovider.com" type of an E-mail address if you know what it is. While I have not used it for that, I believe Mozilla Thunderbird also allows you to define similar mail rules.
One of the things I really like about PageGate is that it addresses users by name, and keeps the cell numbers confidential. If this is your need you should be able to send the message to the Named Recipient or Group without having to know the phone number. I would assume that would require the "get Mail" interface - Tech Support would have to help you with that if that is what you are looking for.
