T-Mobile and SMTP issue?

Since we don't have an Enterprise agreement with T-Mobile for TAP services, we have setup a recipient using SMTP as the carrier. When I sent out a test message, the log file states it is successful and the recipient receives the message. However, when our alerting software calls NPP.EXE, the recipient does not receive the message and the dialer log states it is successful. T-Mobile states that they do not show pending unbilled charges for that particular text message. Is this an issue with T-Mobile or the software?

Also, in regards to SMTP for non-T-Mobile recipients, sporadically we are receiving duplicate messages come through. If we send a test message whether in a group of mixed TAP and SMTP recipients, or as a single recipient, frequently today the SMTP messages are going through two sometimes three times. We have tested this with Sprint PCS, Verizon, and T-Mobile. Has anyone seen this happen before?

I setup SMS pages via SMTP to my phone with is Sprint. I received them just fine. Verizon works as well so this does appear to be a T-Mobile issue (not sure why).
