The problem you're running into is two-fold. The first issue is that the baud rate needs to be 9600. Your modem is trying to transmit data faster than the T-Mobile terminal can respond.

The second problem is that the T-Mobile TAP Terminals are not free for public use. Only members of their Enterprise Paging Solution are allowed to send messages via TAP to T-Mobile. For more information, please visit their website.
