From the looks of it, either something is preventing your computer from making outbound SMTP connections (McAfee Firewall, Norton Internet Security, Zone Alarm, etc) or port 25 is closed on your network. Let's run a test and find out which it is:
1) Go to Start - Run, in Windows.
2) Type the following and click on ok: command
3) When the command prompt comes up, type the following and hit enter:
telnet smtpsp.vtext.com 25
If it comes back with a '220' response, that means port 25 is open and something on your computer is preventing outbound SMTP connections.
If it comes back and says "A connection to the host could not be established on port 25", you'll need to contact your ISP or Network Administrators and ask them what your relay server is.

I doubt it's the Windows firewall that's preventing the connections from happening, I've never had trouble with it before.
Are you running McAfee or Norton? If so, you'll need to go into the settings of those programs and prevent them from blocking or scanning outbound E-Mail (SMTP) messages.

It's really bizarre. Your system's reporting that port 25 is open and the telnet test we did says port 25 is open but something's preventing communications from leaving on port 25.
Try contacting your ISP and asking if they have a relay server (or ask them what their outbound SMTP server is). Once you have that, instead of "Deliver directly", use the "Deliver through" option and enter in what they give you into the "relay server" box.
Once you do that, let me know if it starts working or if it says something different.
