Every time I create a new user, I receive the following error: Pagegate client license exceeded. Notepager Net service has been disabled on excess recipients.
Now... I didn't purchase Notepager Net. I don't see any particular reason why I should be getting this error. I am licensed for 100 users, and I have only created 64 recipients.
Any ideas?

That error message text is OK. The text is a "holdover" from NotePager Net.
You will need to "Enable" the GUI Client interface for everyone. This can be done by following the steps below.
1.) Open PG Admin.
2.) Expand 'Interfaces'
3.) Expand 'GUI Client'
4.) Go to 'Settings'
5.) Uncheck "Enabled"
6.) "Apply"
7.) Go to 'Status'
8.) Go to 'Settings'
9.) Check "Enabled"
10.) "Apply"
11.) Answer "Yes" when prompted with "Do you want this interface to be enabled for ALL existing Recipients and Groups?".

Ok, did this. I still got the error when I created the new user.
I am not too concerned about it, if it's not going to interefere with the operation of the server.

On further investiagation, this seems to actually be disabling getgui on most accounts. Although I primarily use getweb, I'd like to have the getgui option.
Additonally, the getgui interface does not actually appear to be stopping when I disenable it. Even after waiting several minutes and refreshing, it does not stop. Even more odd, when I disenable it and reboot, it is running when the machine boots, even though the enable box is unchecked.

Geoff,
Check your Registration. Are you licensed for the GUI interface?
GUI always runs (if enabled) even if you are not licensed for it. It will limit you to 2 Recipients, though.

I don't see GUI on the lis of options. I see Client, Getascii, getmail, getserial, and getweb.
