I have set the program up according to the specifications you have linked. I have attempted to send sms's and am being told by the Connection Moniter that the msgs have been sent SUCCESSFULLY, however, they are not appearing on my mobile.
Is there any reason for this?
Is any mobile able to receive sms's from Notepager?

The software has delivered the message successfully. The Carrier has accepted it. It is their responsibility to deliver it to the phone.
You should contact the carrier directly to inquire why the messages are not being delivered to the phone. Sometimes, SMTP text messaging is not enabled by default.
If you contact the Carrier and find out any further information, please let us know, so that we can update our information so others in your current situation can benefit from your experience.
