Error sending packet

I have been using notepage (pagegate) for over a year now. somehow today i noticed that its been quite some time since i have received sms from my pagegate. today i did try the pgadmin to send sms but i always get error sending failed. last time i have received sms was march 27, 2019. Its just today that i did check it. here are some info that might help.

It looks like your cellular device is malfunctioning and it may be malfunctioning due to low cell signal but let's see if we can pin down more information.

For example, each time you see this:

There are two things to note about that. First, the cell signal seems to be really low:

To explain a little, the +CSQ return provides two numbers; the first is signal strength and the second is 'bit error rate'.

The first number can be on a range from 2 to 30 and your device is reporting the lowest possible connection value.

Second, when asked to submit the message to the carrier network, there was an error delivering the packet:

So, there's a test I'd like you to run, please.

1) In PG Admin, expand Connectors, right click 'Connector 1' and select 'Stop'.

2) Run Putty, Hyperterminal or your preferred testing utility. Putty can be downloaded at www.putty.org

3) Specify the following and click 'OK' or 'Connect':
Connection type: Serial
COM port: The COM port of your cellular device
Baud Rate: 115200
Parity: None
Data Bits: 8
Stop Bits: 1

4) Type the following and hit enter after each command:
AT
AT+CSQ
AT+CMGF=1
AT+CMGS="APhoneNumber"
The message you want to send
Ctrl+Z

5) Back in PG Admin, right click 'Connector 1' and select 'Start'.
