Looks like I have had some success.

The host address is as is list up above.

snpp.rogers.com Port 444

The catch is, they had to add my public facing IP address to a white list before it would work, and it took a bit of back and forth between me and them before they even asked that question.

You also have to phone Rogers Pagers Tech Support and not their Pager Sales to actually talk to someone who knows what they are doing. Hope this will help someone else skip all the issues I've had.

No password that is needed

Ah! That's what they've changed, the hosts actually require your IP to be whitelisted to connect to them. No wonder we couldn't get a connection.
