Bell TAP number

I tried sending an SMS to a bell recipient however the dialing log shows that it was unable to connect to the carrier. Do you have adifferent number for them for montreal or a 1800 number. If I call bell directly what dept should I ask for and when asking for their TAP number what should I explain? What does TAP stand for?
