Unable to send messages from Windows 2003 server

I recently migrated my web pages to a new Windows 2003 server. I followed the instructions for installation from your support forum, but I am still unable to send pages. I receive an HTTP 403 error with the message You are not authorized to view this page. I have checked the permissions on the website and the virtual directory for the webgate.exe. I have anonymous access enabled and integrated windows authentication enabled. Both the domain admin group and the anonymous user for my website have full permissions on the virtual directory and the website. I have used the Authentication and Diagnositcs Tool on both directory and show the same permissions.

When do you get the "403" error? When accessing the Recipient/Group web page or when you "Send" the message (post the data to the "webgate.exe")?

Does the "IUSR_machinename" NT user account have "Full Control" on the Scripts directory at an NTFS level?

I receive the message when I send the page and try to access the webgate.exe. I have checked all of the permissions for the IUSR_Machinename user and made sure it has full permissions.
