Can one recipient have multiple carriers?

Not currently, no. What you can do is use the Forward Copy To function in the Email sub-section of the recipient to email an SMS or page or email off to a separate account.

OR: Set up a recipient for each device, then create a GROUP.Make ALL the individual recipients members of that group. Send the message to the GROUP, which will send a copy to each device

Is OzCom's method still the best way to send messages to multiple carriers for an individual person in version 7? It would be convenient to be able to specify multiple carriers for a single recipient.

Currently, yes. It is not currently possible to specify multiple carriers for a single recipient.

It is still the best way - primarily because the "ID" format is unique for each carrier. Example: Verizon's SMTP gateway is looking for "10digit#@vtext.com" but a Cell modem based SMS is only looking for the 10 digit number. For paging companies, many of them are only looking for the last 7 digits of the pager when the message is sent via TAP but want 10 digits when SNPP or WCTP is used
