We have 40 volunteer department members with their own cell phones and multiple cell phone vendors; Verizon, AT&T, Sprint, etc. Today we send "pages" via emails to their SMS email addresses from a common group distro list. This has been unreliable. If I were using PageGate, what type of sending interface would make sense for these multiple cell phone vendors the recipients have?

More reliable options:
With an internet connection, PageGate supports SNPP and WCTP. Those cell phone provider's have requirements. Refer to: http://notepage.net/top-carrier-settings-for-sending-messages.htm
You could have PageGate send messages out using a wireless cellular modem to the cell phones. PageGate requires the cellular modem to support the GSM's AT Command set. Connect the modem to your server using a USB or serial cable. The cellular modem needs SMS service from one of your local cell phone providers.

Yes, we are a volunteer Emergency Management Agency with the Village of Plainfield. We report to the Police department.

While I would strongly recommend using PageGate as it is a more robust program designed of delivering higher volumes of traffic in a shorter amount of time, as well as having far more integration methods, since your organization is an emergency management agency/service, that gives you access to a special method of delivery that will work in either NotePager Pro or PageGate.
There is a gateway called the Emergency Management Access Gateway which provides an SNPP method of delivering an SMS to any cell phone number but is only available for free to EMS services. This gateway is hosted and provided by Verizon but can send a message to any cell phone, whether they're on Verizon or not.
