Global log files

For Notepage 4.0 Client/Server.........Do we need to routinely clear out the global log files on the server?

You don't have to manually do it, no. The program should automatically clear the logs after 100,000 characters (by default). You can modify this by going into the PageGate Admin and going to Logging - Settings. You should see the Max Log Length field there.
