I have a admin on a PC. When the user updates the DB it does not update on the pagegate svr. What setting on the PC should I change to make the two sync? (Under settings I have the database diectory pointing to the pagegate svr) Thanks

What setting(s) are they changing tha taren't updating on the server? There are some settings, such as base program values and run styles, that the remote Admin simply can't update.

When they add new recipients to groups or when they delete recipients. It shows on that PC's admin but never updates the svr.

To see changes in my clients, I have to close the client and then open it back up to see changes.

Right, that's normal. In order for the GUI Client to pick up on changes that have been made (adding recipients, deleting recipients, etc), you'll need to close and re-open the client.
