is there a way to change the outgoing SMTP port from 25 to something non-standard? Our ISP is now blocking our port25 traffic and won't release the block

There really isn't a way to alter the port that NotePager Pro uses to send SMTP messages. Since your ISP is blocking port 25, though, they should offer a 'relay server'.
Basically, there are two methods of delivering SMTP messages. One is through direct DNS lookups over port 25. However, when port 25 is closed, the mail has to be handed off to a relay server so the relay server can deliver the mail.
Find out what your ISP's relay server is and enter that in the "Deliver through local email server" option in your SMTP carrier.

Thanks for the quick reply, I didn't think it could be changed.
Our ISP is Comcast, and we have our own hosted email server, so I'll have our Network Administrator see about the relay server.
