Modem in Use

I'm using Windows XP, and my modem is ComPort 3, and NotePage is also set for ComPort 3, but the computer's not talking to the Modem. It is in use by something even though I'm not dialed in. I don't know how to determine what is using my modem to disable it, or how to set up somehow to share the modem if possible. I turned off my Fax Auto Answer option & rebooted-that didn't do it. I already tried the Hyperterminal Option, and was advised that the modem was being used by another Telephony Device. Does someone know how I can fix this?
