It is not possible for us to tell why the software was unable to reset your modem without looking at your dialer log.
You should do the following so that you will have detailed connection (debugging) information into the dialer log (npp.log):
1.) Create a empty text file in the folder "C:\Program Files\NotePager Pro".
2.) Rename the file to "modem.dbg".
When you change the file name and extension, Windows should warn you about making the file unusable.
3.) Select "Yes".
4.) Send a test message.
Does the modem dial out? Connect to the Carrier? Is there a specific message in the Connection Monitor?
If you receive a "403" error when connecting to a WCTP host, the WCTP host does not recognize the ID/Pin that you have entered for the Recipient.
Usually WCTP requires a 10 digit ID/Pin. ID/Pins should never include hyphens, commas, periods, spaces parenthesis, etc..
