Cannot figure out how to send to cellphone

I am currently using free test version of software (pro) to test paging for rescue team. Using smtp, i get error "message not accepted" Currently trying XXXXXXXXXX@mobile.celloneusa.com (Number Removed by Tech Supp.)

There a couple of things that you will need to do in order to send messages using NotePager Pro and SMTP.

1.) 'Add' a Carrier named "SMTP".
2.) Select SMTP as the protocol.
3.) Enter a Local Domain. This needs to look something like
"xyz.com" or "abc.net".
4.) Select "Deliver Directly to Destination Server"
5.) Make sure there is at least one DNS Server IP address listed. This does not include "0.0.0.0", as this is not a valid IP address.

6.) Please ensure you have a 'Sender's Name' under 'Tools' -
'Settings' - 'General'. The "Sender's Name" cannot contain any spaces. It can contain upper/lowercase letters, numerals, periods, hyphens and underscores.
7.) When you 'Add' or 'Edit' a Recipient, select "SMTP" from the 'Carrier' drop down list.
8.) The 'ID/Pin' field name should change to 'E-Mail To:'
9.) Type in the e-mail address for the Recipient's Cell Phone.

After you apply the changes, you should be able to send messages to
the SMTP (e-mail) Recipients, as long as you are connected to the Internet.
SMTP requires a connection to the Internet for it to work.

Many times you say to be sure at least one DNS server is entered. can this be ANY DNS server? or does it have to be one for the carrier?
IE can I use my isp's DNS server?

Any DNS server should do.
