Cannot get TAP to work with Verizon

I have had no problem sending TAP messages to Verizon until I had to remove Windows XP and install Windows 2000 Server (because of a business reason). Now when I try to send TAP messages it does not work. I assume this might be a driver problem, but I do connect to the carrier. My settings are:

That looks real close to working. Can you turn on detailed logging and post another log. To turn on detailed logging, while on the main NotePager screen, hit <ctrl><alt><d>. You should get a popup message that indicates that detailed logging has been turned on. After everything is working, you can hit <ctrl><alt><d> again to turn it back off.
