I'm trying to send a text message to an Alltel cellular phone via the internet. Can you tell me the basics?

In NotePager Pro, setup an new carrier. Set it's protocol to SNPP, and its host to snpp.alltel.net

Create a new recipient and set it to use the carrier you just created. Use the phone's 10-digit phone number (no dashes, spaces, or parenthesis), for the ID/PIN number.

That should do it!
