The reason the pages aren't going through is because the numbers you're submitting to the Cingular SNPP terminal aren't there, which means that the people you're sending the messages to aren't part of their 'enterprise' paging system. For information, please visit the following link:

http://www.enterprisepaging.com/faq.jsp

It's not that Cingular doesn't allow pages to the devices, it's that they don't allow pages through their SNPP or WCTP relays to any device that isn't specifically subscribed to their Enterprise Paging syservice. Considering how flaky the Cingular SMTP relay has been within the last month, you may seriously want to consider using the TAP connections to get pages to your Cingular Recipients. It will be the most reliable option you have unless you can convince your Cingular Recipients to sign up for the Enterprise Paging at the link.
