Windows 98 SE with all patches. Default install of PageGate 4.
I tried enabling only the Scheduler and Dialer 1, but this message keeps appearing upon starting the program. I currently have it enabled to run as a Win9X service.
Please help.

What happens when you try to run the program as an Application as opposed to a Windows NT Service? Do you get the same rror when you try to run the PageGate Server module or does it run properly?
Also, when you mention that you tried enabling only Scheduler and Dialer1, are you referring to the system services list?

The error occurs when the program starts as a service or if I start it as an application.
The only two check boxes that are selected in the system services list are Scheduler and Dialer1.
I tried running "pgmailserver uninstall" from the installation directory and that didn't seem to help either.

It sounds like it could be potentially one of two things: There's an error in Windows or there's an error in the installation of the program. We can't do much about the former, so in the hopes that it's the later, here's what you'll want to try:
1) Make a backup of the pagegate.mdb database (typically located in c:\program files\pagegate\)
2) After you've made the backup, download the latest installation file for PageGate from our website. (http://www.notepage.net click on the Download Now link under the PageGate section).
3) In the PageGate Admin, make sure that the run style is still set to Application.
4) Manually stop all of the PageGate System services (if they exist), close the Admin program, Monitor, and any GUI clients connected to the system.
5) Run the installation file you've just recently downloaded, overwriting any files it prompts you to.
6) Once the installation is complete, reboot the system.
7) When the system comes back up, open the Pagegate Admin.
8) Switch the program to run from Application to System Service.
Hopefully, that will take care of everything. If not, however, please let us know.

I uninstalled the program, deleted anything relating to the install, and then proceeded to start over. I installed the program, and had select Scheduler and Dialer1 as the only two services to start. The error would still occur. If I told the PGMailServer service to start but just didn't use it, the error wouldn't come up.
Not a big deal. It just eats up a bit more RAM.
On a side note, I have since discontinued using this Windows 98 SE solution and placed the PageGate server on a Windows XP Professional machine instead. There the software does not require this workaround. I have not had any problems at all under Windows XP Professional.
