It could be a missing DLL or OCX file or association. As silly as it may sound, try installing MS Access on the system.

That fixed the problem. I can now run pagegate server from the SQL machine. Is there any way to know what dll or ocx that it needed so I don't have to use up a license for this machine?

Well, there was probably an ODBC driver missing. The only way to track it down would be to install the system on and reproduce the issue on a non-working system, install MS Access and then compare files.
