After reviewing the log files that you sent, I noticed this line appearing in the Scheduler log:
4/5/2007 3:29:50 PM Warning. Unable to access database: Procedure: check_license. Retrying...
If you go to the PageGate Server and open the PageGate Admin, then go to the Program - Settings section, is the database path local to the PC running PageGate or is it a network path?

Give this a try:
1) In Windows, go to the Administrative Tools.
2) Open the Services list.
3) Go into the properties of the PageGate service.
4) Go to the Log On tab.
5) Currently, it should say that it's using the permissions of the default system account. Change that to the "Log on" option and give it a username and password you know has administrative access.
6) Click on Apply.
7) Go into the properties of the PageGate Scheduler service.
8) Go to the Log On tab.
9) Currently, it should say that it's using the permissions of the default system account. Change that to the "Log on" option and give it a username and password you know has administrative access.
10) Click on Apply, then stop and start PageGate (the entire PageGate server, not just the GetWeb system service).
That should clear up any permissions issues with the Scheduler being unable to access the database or parts of the database.
