when sending text with Notpager Pro to a US Cellular phone while hooked to WiFi the text goes through just fine, but when hooked up to a Verizon air card text messages do not go through????

That's because the MTA record associated with the IP range of the Verizon Aircards is in very poor standing. As a result, no major SMTP Server (such as the ones hosted by Verizon, AT&T, Sprint, etc) will accept direct connection requests from that network. All SMTP traffic from that network MUST be passed through an authenticated mail server in order to be accepted due to the high spam threat from the Verizon Aircard IP range.

Can you suggest a work around?

The air cards worked with the other carriers just not US Cellular?

I would recommend first going to this site to determine what your IP address is:

http://whatismyipaddress.com/

Then go to this site to see if your IP is listed on any of the Blocklists:

http://whatismyipaddress.com/blacklist-check

If it is, go through the process of requesting the de-listing of your IP address. That should resolve the issue and US Cellular should start accepting connection requests from your system on the Verizon Aircard.

If that doesn't work or if you cannot de-list your IP address, you're going to have to relay the SMTP based traffic through an authenticated mail server. I'd recommend trying to use the SMTP server of your regular Internet Service Provider as the Verizon Aircard ISP has no SMTP servers.
