Looking to buy a USB modem that works on Windows 2008 R2 64bit.
I was wondering if anyone has a USR5637 USB modem working on Windows 2008 R2 64bit or can suggest any USB modem that works on Windows 2008 R2 64bit.

Yes, we have exactly that modem on exactly that platform, only it's not working yet. From tech support on another post:

I'm in the same boat. I've recently built up a Solarwinds Orion environment on Windows Server 2008 R2 (only 64bit) and can't find a GSM USB modem that is officially supported on this OS.

Did you manage to find one?
