PageGate install problem - does not install Windows services

We moved our PageGate to a new computer and it installed without errors or problems, yet when we go to 'Run PageGate as: Windows Service' we are never prompted for user credentials and it never installs the services.

If we switch back to 'Run PageGate as: Application' and then try to run the actual app, it never starts and never shows up in the list of Windows Processes.

We have restarted the computer several times and even re-installed the PageGate programs multiple times but it always ends with the same results.

I've only seen this twice before... and in both cases, the solution was to uninstall the program, then log in as the account named Administrator. Not an account with full Administrative privileges but the actual account named Administrator. Then reinstall the program and it should be able to switch to run as a Service.
