The problem was that I came into troubleshoot someone else's install. After digging around in the settings i found that the path to the database was network drive letter. After i changed it to the correct local path it worked.

I am unable to connect to the database for pagegate. I have rebooted the system. This is a new installation of the software. PageGate 4.0
