Does anyone know how many people will a carrier let me send a message to through a TAP number?

Does anyone know how many people will Rogers (Toronto) let me send a message to through there TAP number?

Rogers (Toronto) TAP #'s:

416-402-1250 (e,7,1) - This one worked for me sending from Toronto to a Toronto number.

I can't seem to send a messages to a Rogers (Ontario) Carrier cell phone. I can connect to both the numbers listed on the support web page as well as the snpp address. However, I always get "Bad ID/Pin, or bad message content: Permanent failure. The recipient's ID/PIN number was
rejected, or the message is too long". I know the ID/PIN is correct. Are there any alternative numbers or snpp addresses I can try? Has anyone else been able to send messages through the Rogers Carrier in Ontario?

Does the registered version of Note Pager Net have only 5 preset Messages?

I am trying to figure out the advatages/difference between NotePager Net vs PageGate.

Main things I'm looking for in the software:

-Multiple/Simultaneous Dialers
-Shared common database
-2-3 Pc users of the software simultaneously
-Scheduled messaging, repeating messages, and pre-programmed messages
-Group messaging capabilities

Is it just the interfaces available?

Does anyone know how to go about billing a customers service provider for the service you provide them? Is this possible? How do you charge your customers for your text messaging service?
